Daniyar Chuishbekov: "Different Teachers or Better Working Conditions?"
Presenter: Daniyar Chuishbekov (Maqsut Narikbayev University)
Title: Different Teachers or Better Working Conditions?
Abstract: Understanding what shapes teacher job satisfaction matters for policies aimed at improving teacher retention. Between 2018 and 2024, a period of major reforms to teacher pay and professional status in Kazakhstan, the share of teachers satisfied with their jobs increased from 91% to 95%. Using data from lower secondary teachers and their principals in the OECD’s TALIS 2018 and 2024 surveys, I employ OLS regressions with survey weights and Oaxaca–Blinder decompositions to examine whether this increase reflects changes in workforce composition or perceived working conditions. Changes in teacher and school characteristics explain little of the increase. Higher satisfaction with salary and contract terms accounts for 21–37% of the increase, depending on the reference group. These preliminary findings suggest that improvements in perceived compensation are associated with rising job satisfaction, but do not fully explain the observed change.
